Every very-very cold day the water on the downspot on the side of my house frost,and my husband hasto go there with a hair dryer .It works,but there is something else we can do about? We think on painting the pipe black.It will work?

They have special wire that is called "heat tape". You can find this at your local hardware store or home improvement store. You will need an outlet nearby. The wire will go through the downspout and through the gutter and zig-zag along the roof about a foot up from the gutter. The heat tape DOES work. when the weather is that cold nothing extra is going into it

and when the weather thaws out it will flow just fine as always
