What movie IS this?! Five people survive in a city because they were all dying the moment something

Ok, this is all I remember, I saw it when I was like 5 which was about 22 years ago.

1. there was some crazy event that happened that killed everyone in a city (or maybe the world?). The dead people had black stuff coming out of their mouths, like oil.

2. The only people in this city that survived were in the process of dying when this thing happened. One lady was being electrocuted by her hair dryer. another guy was being drowned by someone who was trying to kill him. Another guy was having a heart attack.

3. So anyway, the story follows these people as they are roaming around the city, trying to find someone who lived. Each thinks they are alone.

4. One guy kind of goes crazy and moves into a mansion or something, and he sets up speakers that play recordings of applause so that he can stand on the balcony and give speeches to no one and play the sound of the applause. Some of the people find each other and then I can't remember what happens.
