My outlets for electricity at home have 'On' 'Off' switches... If my switch is 'On' and I have, for example, my hair dryer plugged in, but not turned on, am I being charged on my electric bill?

Your hair dryer probably does not use any electricity when it is plugged in and turned off.
On the other hand, anything that has a remote (like your TV), or has an LED that stays on even after the appliance is turned off is drawing power. Not much power, but a little.
And, of course, any appliance that runs off a wall transformer will be wasting a little power when the appliance is not in use.

A current runs to and from the appliance. Most appliances will not use electricity unless the switch is on (on the appliace) however some do. It depends. Just unplug it, then you're certian it is not using electrcity.
Did you know that if you have solar power and you are not using the city's electricity that you can actually produce electricity for the city, and instead of recieving a bill you will recieve a check?

not in that case but many things you might not think of will be running like phone charger or dvd players say your monitor when you shut down is the light on...... if you see a red light or any kind of lights its running a charge and you paying the bill you think you know try this go look at the meter if its moving something is on

the hair dryer is no but many things like computers,TVs radios etc do use some power when turned off.

No you will not be charged
because they will charge you on the amount of current that you are consuming
and since the hair dryer is not working the the current = 0

NO
But there's some exceptions
Any appliance that turns on with a remote does not turn fully off (up to 20 Watts can be lost in standby mode)
The modern PC has a logic level on / off switch
which turns off only part of the Power Supply

as my first word to answer this question
as soon as you increase the capacitance by allowing electricity to connect to the cable (of the hairdryer) extra electricity flows ....but it's very small and it's not in phase (90 deg) so compared to the hair dryer in operation it's absolutely negligible
